Terms & Conditions

These Terms & Conditions ("Terms") govern your use of the Thailand Elite membership portal operated by Dreamond, an authorized General Sales and Service Agent (GSSA) for Thailand Privilege Card Co., Ltd. ("TPC"), a state enterprise of the Kingdom of Thailand. By registering and submitting an application, you accept these Terms in full.

1. Our Role as GSSA

Dreamond acts as an authorized intermediary between applicants and Thailand Privilege Card Co., Ltd. We facilitate the collection and preparation of your application, advise on membership packages, and liaise with TPC on your behalf. The final decision to approve or reject any application rests exclusively with TPC and, where applicable, the Thai Immigration Bureau.

2. Application Process & Approval

Submitting an application through this portal does not constitute acceptance into the Thailand Elite program. All applications are subject to review and approval by TPC and, if required, the Thai Immigration Bureau.

You will be notified of the outcome of your application by email and via your portal dashboard. The background verification process typically takes 4–8 weeks from the date of complete document submission.

3. Payment Terms

Upon approval, TPC will issue an official invoice specifying the membership fee, bank account details, and payment deadline. You must pay the exact amount stated on that invoice, in the currency specified, to the bank account of Thailand Privilege Card Co., Ltd. only.

Do not make any advance payment, deposit, or transfer based on informal communication. If you receive any request for payment before receiving an official TPC invoice, do not proceed and contact us immediately at [email protected].

Dreamond does not collect membership fees on behalf of TPC. Our GSSA services are provided at no additional cost to the applicant. The membership fee you pay goes directly to Thailand Privilege Card Co., Ltd.

4. AI-Assisted Processing

This portal uses artificial intelligence (AI) technology to assist with the processing of your application. Specifically:

• Passport OCR: When you upload your passport, an AI model automatically extracts and verifies data from the bio-data page (name, date of birth, passport number, expiry date, nationality, MRZ data). This is used to pre-fill your application form and reduce manual entry errors.
• Signature Verification: An AI model compares your digital signature to the signature detected on your passport to assist our team in verifying consistency. This is an advisory tool — final review is always performed by a human agent.
• Document Classification: AI is used to assess the quality and validity of uploaded documents (clarity, completeness, potential tampering flags).

AI processing is performed via secure, encrypted API calls to certified third-party service providers. Your document images are not stored by these providers or used to train AI models, and are processed under GDPR-compliant data processing agreements. By submitting your application, you consent to this AI-assisted processing of your documents.

5. Data Sharing

To process your application, your personal data and documents will be shared with:

• Dreamond — as GSSA, to review, prepare, and submit your application to TPC on your behalf.
• Thailand Privilege Card Co., Ltd. — as the program operator, to conduct the background verification and issue membership. TPC is a state enterprise of the Kingdom of Thailand and processes your data in accordance with Thai law and its own privacy policy.
• Thai Immigration Bureau — if and when required by TPC as part of the visa processing procedure.

We do not sell, rent, or share your data with any other third parties without your explicit consent.

6. Accuracy of Information

You are responsible for ensuring that all information provided in your application is accurate, complete, and up to date. Providing false, misleading, or incomplete information may result in rejection of your application, cancellation of an approved membership, or legal consequences. Dreamond and TPC reserve the right to verify any information you provide.

7. Document Requirements

You must submit original, unaltered documents. The following are required:

• Passport bio-data page (valid for at least 6 months)
• Signed and scanned Application Form
• Signed and scanned Consent Form
• Signed and scanned PDPA (Personal Data Protection Act) Consent Form
• Signed and scanned Terms & Conditions Acknowledgement
• Passport-style profile photo

All signed documents must bear the same signature as your passport. Scans must be in color at 300 dpi minimum.

8. Rejection & Cancellation

TPC reserves the right to reject any application without providing a reason. Dreamond cannot guarantee approval of any application regardless of the completeness of submitted documents.

If your application is rejected before payment, no fee is due. If your application is cancelled after payment has been made, refund terms are governed exclusively by TPC's membership agreement and applicable Thai law.

9. Limitation of Liability

Dreamond's liability is limited to the proper facilitation of your application as GSSA. We are not liable for decisions made by TPC or the Thai Immigration Bureau, delays in processing, changes in program terms or pricing by TPC, or any losses arising from the rejection or cancellation of your application.

10. Governing Law

These Terms are governed by and construed in accordance with the laws of the Kingdom of Thailand. Any disputes arising from these Terms or your application shall be subject to the jurisdiction of the competent courts of Thailand.
